  • Clicking "Refresh" in the desktop right-click menu doesn't make it go away.
  • In some cases the machine performance degrades to the point that it has to be hard booted, in other cases if you leave the machine alone for 10 minutes or so,
  • After a while the flickering dies down but it continues to return after each startup.

So going to Control Panel > Display > Screen resolution > Advanced settings > Monitor > Colors: and changing the setting there also removes it. DONT LET GO.
