You are left guessing as to what it will restore and what it won't. Much like System Restore, a Repair Installation is not a cure all, but it should remedy the problem you seem to be having with System Restore not working at all. If System Restore works in Safe Mode, then perhaps your antivirus program or a corrupted file is preventing it from starting. Why not replace the operating system. System Restore Failed Windows 10 Windows 10 still does contain System Restore, so you can re-enable it if you feel more comfortable with System Restore as a safety net.

If you've not done an image backup in a while, your data will be out of date and over-written when you restore the image. Try this after trying System Restore in Safe Mode but before doing a full reinstall.
