This problem is directly related to the Win7 ability to create Pinned sites. FWIW I think you created a Pinned website (aka .website shortcut file) instead of an Internet Shortcut (aka .url file). From the Tools menu, select Folder Options. That default action happens when Windows creates an association between Web shortcuts and the Internet Explorer application.
